I. To obtain membership, a specialized institute should:

    1. be a separate legal entity, whose objectives are in accordance with development of industries in Guangxi, that recognizes GIIT’s idea about development.

    2. have no major safety or quality accidents, no serious violation of environmental law, no scientific dishonesty nor records of abnormal business operations or serious illegal and dishonest acts, in this year and the year before.

    3. focus on the development, commercialization of practical industrial technologies as well as public service for the upgrade of innovation and development of industries in Guangxi.

    4. be in accordance with the demands of high-quality innovation-driven development in Guangxi and the research plans and scopes of GIIT.

    5. have 25 or more full-time employees on research and management positions,

    6. have a relatively independent work-site with no less than an area of 500 square meters, which should also be fully-equipped and capable of conducting research and commercialization,

    7. have one of the following features: took on science and technology programs of provincial level or above, won a science and technology award of provincial level or above, acquired independent intellectual property rights such as invention patents,

    8. provide contracted research (including technology transfer) to enterprises, have strong public service capability,

    9. have a well-established research management system, at the same time, have specific business scope and service object in Guangxi, while local government can provide good policy support and development environment.

    II. To become a co-founded institute, the co-founding party should:

1.     be a separate legal entity, whose objectives are in accordance with development of industries in Guangxi, that recognizes GIIT’s idea about development.

2.     recognize GIIT’s idea about development, have advanced technology in the field and have good reserve of achievements on industrialized technology.

3.     invest. With the project investment from GIIT and co-founding parties, construction of institute, research projects, achievement transfer and business incubation will be conducted;

4.     have the capabilities of doing research and development in industrial technology, contracted research and business incubation;

5.     have a relatively independent work-site and laboratory or pilot test plant.
